Does anyone do Ride Sharing? What has been your experience...

As with most things it can be good or bad depending on who you are sharing a ride with. There is a program called 'Share-a-ride' and they provide a van for riders. IIRC you can either drive the van or you can sign up to ride an existing route. All you have to do is put gas in the van and each rider pays for a portion of the gas.

I tried it once, but the rider I had was always farting, picking her nose, and generally unpleasant. After about 3 days, I stopped and made her get out about halfway to work. Never saw her again.

MacDill does vanpools so if you choose to live in the outskirts, ask about it when you get to your unit. You are already realizing that living far away from base is going to be a burden in gas, tolls, time, etc. People counter this burden by getting to work before 7am, but they are all miserable about their situation. I'm telling you from experience- I used to live in Riverview and made that daily hike. It's horrible. The schools in the suburbs are good, but so are the ones in S. Tampa. Do a serious cost-benefit analysis and you'll see the the overall difference between living in S. Tampa is marginally more expensive than living in the outskirts if you factor intangibles such as time, etc.
