Where do you see stats. I'm stated my observations. There is an easy way to test my theory. When you see someone standing on the island at an intersection with a "will work for food sign", offer him work!
I say you'd be lucky to get one out of five to say "ok".

According to sociologists, the people you see on the corner make up about 30% of the "poor" population. That leaves 70% of that same population that you have probably never seen.
