Yes, but with the donation of a car you get to deduct the actual price that they sell it for. If you donate $500 worth of junk to Goodwill, you can write off an estimated value, even if they don't sell it at all.

We donated our old car to Wheels of Success about a year ago. They do accept non-running cars if they're a make/model that has easily available parts. Ours ran, but had repair needs that exceeded the value of the car and made it undriveable, and they sent out a flatbed to pick it up. If the car's unfixable they do take it in for scrap value.

In a nutshell, they share space with a mechanic, and get discounts from area businesses to repair cars cheaper than a regular consumer could. Then, they have a great system in place to involve the new owner of the car and ensure they're responsible before they "earn" the title of their car. I volunteered with them for a bit after we donated. I think it's a good program.
