Mix up a little bleach and water. Dab it on the rock. If it comes off quick its mold or mildew.

Likely the staining is worse on the north side or the side that is in the shade. Sidewalks that get a good amount of rain/moisture/humidity and not much sun also stain like this. As said above, bleach and water or pressure washing or other washing method.
