I've heard of no legislation to curb light pollution. Most Floridians think astronomy and astrology are the same thing. Needless to say, light pollution is rarely even discussed much less legislated.
I've always heard that if you want your electricity to be knocked out the least amount of time, always live near a hospital and be on the same power grid.

We haven't had an issue
We use our telescope and even binoculars for night-sky viewing at our home in Palm Harbor and had great views and pretty dark skies. I have also read about some amateur astronomy groups that travel north to some darker sky spots.
There is a st pete astronomy club:

Although there are some mosquitoes in our backyard, it's manageable and hasn't been an issue.
