It's called parenting. Kids don't (or shouldn't) have access to money to buy their own food. Soooooo....everything they eat, their parent(s) provide. Hence, their nutritional and diet habits are set by their parents.

In fairness, you don't mention age of kids, but if the kid is 12 or under, see the above. It gets trickier once they hit the teens and do indeed need 'walking around' money in their day to day lives.

if the child is not active get them in an activity like karate or boxing or basketball, swimming etc

when they are at home YOU control what they eat, get em in the habit of eating a banana or apple etc if they want a snack vs oatmeal creme pies

and avoid soda

I;d imagine they would benefit from the same weightloss programs adults benefit from as fat is fat and the usual way to combat the condition is a healthy diet coupled with exercise.
The care giver for these children shouldnt be subjecting the kids to foods that will cause obesity in the first place, a diet heavy on meat/cheese/bread and sugar can easily be replaced with a diet rich in vegetables/fruits/legumes and nuts

Here are some advices (free!):
1) stop buying junk food. At all. It all comes from the family. Watch what you are buying and eating!
2) get rid of computer games
3) enroll you child to PE activities
4) start exercising as a family - no need to buy membership to the gym, just start with walking every weekend. Go to lettuce lake park for example and walk there - even during hot months early morning walks are doable! Get bicycles and start riding it too.

Most important - read about obesity. Get a real book and read about all risks. Think about your child future...
