During WWII (and after) FL was a major training area for the military. Tampa Bay had a lot of training for pilots. Many bombs and ordinance that failed to work became duds and many are still scattered around the FL coastal areas.

Absolutely false. WWII era bombs wash up on beaches all the time. It's actually scarily common. 70+ years of being tossed around on the ocean floor by the currents can move an explosive a very far distance. Not to mention the pieces that were buried in the sand and ended up getting exposed due to erosion and the elements.

The article said the bomb was covered in barnacles. That would indicate it's been in salt water for some time.
