I'm 24, single, and am gonna move to the Tampa area for a new job that pays $60k + bonus.
My office is on the border of the Tampa and Brandon.

What would be the best places for me to consider given my budget?

Some criteria (in descending order of importance):
1) Safe neighborhoods/no crime
2) Traffic to my office isn't too hectic (willing to do anything within an hour commute one way with traffic)
3) Convenience to grocery stores/shops
4) Fair amount of people in my age range (go gf/wife hunting)
5) Good restaurants in my area

I'm thinking Carrollwood, followed by Westchase.

Neither Carrollwood nor Westchase. Those are expensive family suburb areas. You're going to want to look at downtown, Hyde Park, SoHo, or Westshore.

I don't know much about the "scene" in Brandon if there even is one, so I can't comment on that.

None of those - they are expensive single person places.

There are some nice apartments south of Lumsden Road along Gornto Lake and Providence Roads for rent. Nice communities with professionals. That puts you in close proximity to restaurants in the Brandon area as well as the Crosstown Expressway, giving you easy and quick access to Tampa.

You want to be in South Tampa. Your commute will be against traffic if you are heading towards Brandon. Stay away from CArrollwood and Westhase and especially Brandon. Those are all suburban spawls. Loaded with chain restaurants and subdivisions. Unless you are married with 2.5 kids, I would stay away. There are tons of nice condos for rent in South Tampa. South Tampa has tons of great restaurants, near downtown, near the beaches, and lots of nightlife to choose from. And easy access to St Pete.

South Tampa in Soho, Channelside areas end of story nothing else to consider for someone in your situation. Young single male making decent money will be absolutely miserable anywhere else.

^ what Jsnfla is very true. Dont make the mistake of living in Brandon at you age unless a homebody and don't mind driving a good distance for fun.
