The whole idea here is to give law enforcement a tool to use so that they can pull over stoned drivers. As it is now, stoned drivers who are driving 26MPH in a 65 are not breaking the law, so they cannot be stopped.

I’m not sure if it is just people who are stoned or drunk who drive slow as overhere it is mostly people who can be seen holding their cell phones, who are driving slow and having difficulty to see when the light turns green.
