Me. My wife and I are English language teachers (she's also an artist with a fine arts masters degree) looking for work in Tampa. I don't have a drivers license, and we would ideally like to live near one of the beautiful beaches that Tampa has to offer. I have some experience as finance adminstrator too although I wouldn't like to return to the office environment. If Tampa doesn't have what we are looking for, where in Florida would you suggest?

Getting around in Tampa Bay without a drivers license is going to be tough, unless your DW drives. You mention living on/near a beach, Tampa is on a bay and there isn't a lot of beach. St. Pete area is on the Gulf, but finding a job anywhere is more than likely going to require you or DW to drive.

St Pete's transit system is somewhat better than Tampa's bus system.

Please don't come here unless you have jobs lined up! Florida's unemployment is some of the worst in the country, and many formerly employed teachers have recently lost jobs.

Don't want to sound negative, but this board is FILLED with folks who thought they could just come here and get a job, and after an expensive move, found they could not. And I have to say, if you don't drive that makes it 100 times harder, there isn't a lot of good public transit options here.
