I did the opposite.
I am originally from Seattle but spent all of 2008 in Portland. After I was and laid off in November my wife and I jumped on the opportunity that arose when she was accepted into the second degree nursing program at USF. We have been here for a month now and are quite happy so far.
We haven't experienced Summer yet so I have to say I have been very pleased with weather.
Portland is alright but its very dark and grey in the winter, much like Seattle. Portland however experiences about 6 inches more annual rainfall than Seattle. Oddly enough both cities get less than Tampa.
I love the beach and mountains in the Northwest. So far Florida is too flat for me and I'm a bit bummed by how calm the Gulf is. The pacific in Oregon and WA has great surf spots if you can handle the cold water. However even the air is always cold at the ocean. 55 degrees all winter 65 all Summer. It can be 100 degrees in Portland and 70 miles away at Cannon Beach it will be 67.
Days when it hits high 90s or above 100 in PDX are rough, and there are more than you might think. I believe Portland in the Summer is the hottest place in the world where no one has AC.
Culturally the NW is very different, people are very liberal and quiet. Almost to the point of being rude. It seems to me that people in Tampa in general will go out of their way to be friendly, we've purchased furniture from people on Craigslist who then tell us we can call them anytime for advice, directions, etc.
In Portland there are a lot more Asian and Mexicans than in Fl, thus making the food selections from those two groups much more plentiful and in my opinion tastier. Overall I'd still say it is a very white city however.
