We are in our mid-50s and looking for a home in Apollo Beach, Safety Harbor, Palm Harbor, or near the water. Any pros/cons to these areas? We are concerned with the power plant in Apollo Beach. Any feedback is appreciated.

Both Safety Harbor and Palm Harbor are good choices imo. Safety Harbor is on Old Tampa Bay and about 15/20 min. from the gulf at the Dunedin Causeway and Honeymoon Island.
Palm Harbor has Lake Tarpon on the east and the gulf-St. Joseph Sound on the west.
