Tampa has more than Chili's. ever hear of Bern's steak house?
Tampa Bay area has history check out Ybor City, Tarpon Springs. I do agree it doesn't have much history as DC but there are few cities that do
Sport fans? Well, The Rays have had tough time with their fan base but the Bucs and Lighting have always had a solid fan base.
Tampa does not have cherry blossoms, but there aren't many cities that do. Tampa has lots of flowering trees though. Check out these

Tampa has CITRUS BLOSSOMS - DC does not. Citrus blossoms smell like heaven.

If you are planning to move to Tampa/St. Petersburg from DC, that would be a good move. theater, living, restaurants in the DC area is legalize robbery. The National Habor in the DC area is overrated, not to mention $5.00 a hour to park your car. You only pay a fraction of this cost in the Tampa Bay area. I move to the DC area in June from St. Petersburg Fl. and as we speak, I am packing my things and I will be back in St. Petersburg, fl. by Sept. 1st.

No getting stuck on 95 for 10 hours to go 100 miles in a SNOWPOCALYPSE.

There isn't any comparison point really. Two completely different metro areas. DC has much more in terms of services, culture and activities. However the cost of living, crime, congestion, traffic and pollution is the price you pay. I lived in DC for 6 years and enjoyed most of the time spent there, but at this stage of my life would take the Tampa Bay area hands down if I had to choose again. Living in DC is a great experience for twenty and thirty-somethings who are building a career, otherwise not so much.
