Florida needs a CITY before we start turning a profit again. This would mean bringing in companies to Tampa, turning Downtown into a tourist attraction (that locals could use) and EXPANDING it. We need our own downtown, tall buildings and all, with public transit, the train will be good for us.

that's because it's never been done properly!

It can't be done properly. The reason there are anchor stores (usually large department stores) is because the smaller specialty stores rely on their traffic flow for business. Without a Macy's or Sears there isn't enough of a draw to keep the smaller retailers afloat. As pointed out earlier in the thread, that's why malls die. It's simple economics. The specialty center was experimented with some twenty-odd years ago and few if any remain. The only similar model that has shown success have been the newer outdoor centers. Instead of a department store or two some are featuring premium retailers like Crate and Barrel, The Container Store, Williams Sonoma, Pottery Barn, etc. in big box-style around the perimeter versus attached structurally to the rest of the center.
