I still say it starts at home. I am not sure if working parents are to blame, but I will; go out on a limb and say it is NEGLECT via lack of interaction that starts the cycle.

Working parents are just as capable of of providing support and guidance for their children as any parent is..

antredd...Yeah I agree with you on the point that some parents are not educated enough to help their kids with their homework. For instance I have tutored several children in algebra because their parents simply did not know how to do it. Even some of my co-workers ask me to help their children with their homework because the parents themselves dont understand it.
