Gifting property without recording a deed
Can an individual gift a piece of property without recording a quitclaim as long as written documentation says the property is a gift?

No. You must have a recorded deed in order for it to be enforceable.

You dont have to have an attorney to write up a quitclaim. You can do it yourself if you have the property description. It cost $12 to file it with the courthouse.
