In most places it is. And for those areas where it's not legal to even sell it (such as Metro Nashville), people go across the county line and bring it back. No one get bothered very much if they just shoot it off for the 4th of July or something like that and they're on their own property. Of course, it is possible for the police to come and make someone stop, but really there's not much they can do. Too many people shoot it anyway.
When it's dry, like it is now, it can be unwise to shoot fireworks. Some of the counties that normally allow fireworks have banned it this year.
