If you mean by not having income tax--they make up for it with all the other taxes. In Lawrenceburg the city is raising the wheel tax (adding another $25), and the state raised the tobacco tax last year. Rather than taking the hundreds of millions in surplus lottery money & spending it, they raise taxes.
