I don't know the context of JMT's assertion, so I can't dispute it. However, it makes logical sense to me that if there's no waiting period for in-state tuition, then no one would be paying out-of-state tuition.

Tennessee does have a residency requirement; however, residency is not clearly defined in TN as it is in other states. UT does a fairly good job of explaining how it interprets TN's strange residency law at UT Knoxville |University Registrar.

Keep in mind that UT is not a TN Board of Regents university. MTSU, ETSU, PSCC and others are; this could explain a difference in out of state tuition. When we did orientation with one of mine at MTSU I remember talking to out of state Mom's that were venting about having to pay out of state tuition.

Right, they are two different systems. But even at UT, there ARE people paying out-of-state tuition. I even know a couple of them.

I wouldn't know and am not arguing the point. Someone else said that UT students don't have to pay out of state.

It would be nice to hear back from the OP. Her CC choices were quite a distance apart.
