There is no vehicle inspection in most of Tennessee, including Cookeville / Putnam County. There is no wheel tax in Putnam County, either, so your annual car tag fees are something like $24 per car. You do pay a higher fee when you first register your cars in Tennessee.
I was in Cookeville last week and saw 87 octane unleaded for $2.71/gallon. As everywhere, it fluctuates on a daily basis.
If you search this forum for "pictures of Cookeville" you'll find a thread I started with pictures I took. Also, at the city-data.com page for Cookeville there are more photos.
It might be a bit difficult to find a 4BR/2BA home with acreage for less than $200k, but not impossible. You might have to go 5-10 miles outside of Cookeville for that, but you might enjoy living in the countryside anyway. It's a beautiful area. And since it's all one school district, it doesn't matter where in the county you live, your kids can go to any school they wish as long as you provide the transportation. The schools in Cookeville are excellent. The high school in Cookeville is one of only 5 in the state with the International Baccalaureate program, a rigorous (and optional) curriculum that is recognized by any university anywhere in the world.
