It is surprising, although the newspaper article said that the Kentucky owners of the Cookeville Toot's are being sued for discrimination. So I think there are other reasons for its closing.

The O'Charley's in Cookeville has been the chain's busiest restaurant for 9 years straight. The Cookeville Outback at one time was that chain's busiest, same goes for CiCi's and Applebee's in Cookeville.

The independent, non-chain restaurants in downtown Cookeville are doing well. I think Cafe Europa's biggest problem was its location; if it were in downtown or within walking distance of the university it probably would've survived. I never ate at Duke's so I don't know much about its quality of food or prices.

I heard thru the grapevine that there was some money mis-management.
The Oreck call center is below toots, and a bunch of workers eat there daily.
Would be a good spot for another restaurant. IMHO
