I may have been reading to fast because I focused on "the lack of support for TIF " rather than "new". You can see from the chart plenty of support for TIFs. There has also been a bit of new construction east of downtown that didn't require a TIF.

For better or worse there are a TON of student apartments & houses on Cherokee Trail. Quite the oversupply IMO.

In most cases, the MSA is what a city is. CSA's are not representative of a city in most cases. There are few exceptions and generally they are very large areas like the Bay area.
