kraymin...I looked up tornados in chattanooga on
NOAA's National Weather Service, and according to them there have been 5 listed in chattanooga since 1950. They were 8/1977; 10/1990; two in 4/1995; and the last in 3/1997. I don't know about warning systems, or basements. I am from Texas and have lived through more than my share of torandos. I hope this information helps you some.
