Johnson City posts their issued building permit's on the city's website and just going through and doing a quick count of Jan-June new residential, there were about 120 permits issued for new single family and townhouses. This was just in the city-proper whereas the metro includes all of Unicoi and Carter counties in addition to Jonesborough/unincorporated Washington County. The 84 number appears low.
Yes, I find the low amount of new construction disheartening as well. I've been looking for condos and townhomes, or even small single family homes with small yards, for months now. It is almost impossible to find anything less than ten years old that is 3BR/2BA, reasonably up to date, for under $150,000. Almost anything I'm finding is dated and in need of a lot of work. I've looked in Knoxville as well, and there are many more nice homes in my price on offer.

The old, dated, and expensive for what you get housing stock is a drag on the area.

I just cannot figure out how the census came up with their number. Like I said, just a quick review of building permits for Johnson City alone shows ~120 new residential permits issued in the first half of 2017 and I know there has been some construction in the rest of the metro. Nonetheless the numbers are still low compared to the rest of the state.
