To be fair, Tennessee is not the only state to do this, but it is sixth on the list for largest discrepancy in reported versus actual graduation rates.

Tennessee reported a graduation rate of 80.8, when in actuality it is 68.5.

You do have to remember that in those figures are students that move before graduation and show a smaller number of students in the school from prior year verses the number of graduates. So some of those numbers are not necessarily "drop outs". I know for a fact (personal experience) that the records take over a fiscal year, which differers from the school year, to get transfered numbers wise from one school system to the other. Schools here hate to transfer the files before the numbers are counted and funds received per student.
