Default NE TN small / mid size town search for friend

Got an e-mail from a friend in NH. She's coming to visit in a couple weeks and will be looking at land while she's here. She sent me her list of things she's looking for in a town and asked if I knew of anything like that. She and I are polar opposites on what we're looking for, so I have no clue!! Here's her list. Anyone know of a smaller size town that sounds like this in either NE TN or any place in east KY??

Tell her to look to just about anywhere in or around the Tri-Cities.

Default Golf community in NE Tennessee

A few years ago, I visited and played the golf course in the community of Avalon, about 20 minutes outside Knoxville. The community was very nice, the golf was excellent and affordable, and the access to Knoxville, an under-appreciated university town, was a big plus. I reviewed the community and others in the area for my blog site. I know Knoxville isn't as NE as the Tri-Cities, but it does have some advantages worth looking at...
