Hey, you'll probably get several responses, and there are probably several places in Tennessee that would fit what you want.
My personal favorite is Cookeville. (People who know me in this forum have probably already stopped reading by now--they know what I'm going to say.) It's a small college town of just under 30,000. There are about 10,000 college students in Cookeville (the university and the new branch of Nashville State community college). It's definitely got rent for less than $650, its public schools are outstanding, it's got cafes, bookstores, art galleries, things you'd expect in a college town. It's also the hub of a 14-county area, so it's got gazillions of restaurants that are always hiring.
There are dozens of churches in Cookeville, it really is a church-going kind of town with everything from very traditional Southern Baptist congregations, Pentecostal churches, a huge Catholic church, a couple of Mormon congregations, a Seventh-Day Adventist church and school, a Christian Science meeting room, a Unitarian group, and so on. I think there are over 80 churches in Cookeville. And that's pretty typical of just about any small town in Tennessee.
It's also got the public fairs and festivals you mentioned; they just had one a few weeks ago in the West Side district of downtown of various stages set up with different kinds of live music and dancing outdoors. They have a larger version in the summer. Lots of towns around here have similar summer festivals, and some people spend their summers traveling across the region going from one festival to another. (On a side note: the Smithville Fiddlers Jamboree is definitely not to be missed, particularly if you like clogging.)
And Cookeville is only an hour from the Nashville airport for those occasional urges you might have to take a flight back up north to visit family and friends. Or when your Yankee friends want to come South and visit you!
