Default unemployment question

I was recently laid off and am looking for a full time job but am also trying to get some work freelance writing. This could be an urban myth but some people are saying that if you report more than the $58 you are allowed to make before it starts coming out of your check, then you have to call in shortly thereafter. The rumor is this: because no one can get through to anyone at the unemployment "office", you get knocked off track and have to reapply again. This seems really counterproductive. I want to work but I also don't want to get caught up in some snag and basically lose my house while freelancing and looking for work. Any ideas?
