Knoxville or Chattanooga (pros and cons, moving, best)

I was hoping to move to N.C,but it looks like Tenn is a lot cheaper im coming from the Chicago area so im wondering im coming for a visit.I have kids,and we want the best situation for them we need for 4br at 170k and under the under the better.
Maybe get pros and cons on which one I should go to visit help narrow my search down??
