Default Mobile Home Building Codes
I am renting a mobile home in Henry County and want to know if there is any codes regarding skirting around bottom of trailer and handrails on outside steps. Can anyone help me?

You can check with your local government but I doubt it. Not a lot of regulation in Tennessee. By the way, I lived in a mobile home for a time in Knox County, which is about 14 times bigger than your county. No regulations here, either.
