That's why Norway is #3. 8k sold in one year in a country of 5 million. Taxes are high on ICE cars, initial purchase and annual taxes. Annual taxes on EV are almost non-existent.
An example I found: v6 Camaro in Norway.
VAT 9000
Tax for weight: 15k
HP tax: 27k
CO2 tax: 72k
NOx tax: 1k
MSRP on the Camaro is 156k in Norway, tax is 125k.
EVs pay VAT and the weight tax only.

EVs are exempt from 25% VAT and any car taxes in Norway.
Some examples:
Tesla Model S 100D (base MSRP):
US: $96,000
Norway: $97,955 (+2%)
Jaguar I-PACE (base MSRP):
US: $69,500
Norway: $76,458 (+10%)
BMW i3 (base MSRP):
US: $44,450 (33 kWh)
Norway: $36,353 (120 Ah, 42.2 kWh)
It makes little sense buying a Camaro or Mustang in Norway. A base 2018 Mustang GT costs around 136k. I have only seen one or two Mustangs (current edition) in Norway. The Camaro is not officially sold here.
Average gasoline price (1 gallon as of 12 Nov 2018):
US: $3.02
Norway: $7.34 (+143%)
