It's why California is almost in bankuptcy, this state had a preference for social spendings as home care or mental health care, jobs and competitiveness weren't very important.
And Texas is the new economic hot spot because here it's more important to create jobs and attract investments.So yes I prefer to see this $1 million used to have 125 jobs and $50 million in investments than used on health care...

A president or governor needs to make the tough decision especially in a bad economy. You would not have any money for social spending if the state keeps losing jobs. The priority always has to be given to job creation. Social spending is a privilege when we have extra tax revenue. Otherwise, the state would go bankrupt in no time and none of the residents would be happy. California, Illinois, Greek are all examples. Illinois governor was calling for a 33% increase in income taxes to "fund education". But they still had trouble paying for the ammos used in their prisons.
The same fund granted 2.15 m to T-mobile in 2005 and moved many jobs to Frisco as well as tax revenue.
