Default Getting a Texas drivers license as a foreigner

I'm moving to Austin next month and among the million things I'll need to do is get a Texas drivers license. I'm allowed to drive on my license from my country for 3 months. It seems there's a catch 22:

To sit the test, the applicant must supply the car and proof of insurance. To get insurance, I need a drivers license.

I'm sure this must be a reasonably common situation - how do people normally get around it?

If you have a car, you must have insurance in order to register it as well. I have heard of similar situations with teen drivers who didn't have a car for the test, and they borrowed one from a family friend in order to take the test. Since the insurance stays with the car, rather than the driver, the car would be insured, allowing them to test. This can't really be that difficult, since there are tons of expats from all over the world, living and driving in Texas. I'm sure someone else here can answer your question with a more definitive answer.
