Why exactly does traffic flow more than the speed limit on the highway or any road in big Texas metros or anywhere in the state for that matter...Thanks in advance.

Because ppl know that they can in the big city. The police have far more things to worry about in Houston and Dallas than they do in towns like Corrigan or Frankston.

But on the other hand traffic gets really bogged down in the cities as well (I'm especially thinking of MoPac and I-35 in Austin, but you can substitute Central Expressway or whatever applies to your particular urban paradise/hell). The frustration of that might in turn encourage people to speed when they can (again, I have memories of scary speed-demons on MoPac). Really, it's just a human universal I think. People tend to speed if they can. One other thought: setting speed limits too low doesn't help because people will naturally disregard ridiculously low speed limits and except in school zones the police won't generally enforce excessively low speed limits -- so people in turn will lose regard for the seriousness of speed limits even in the higher ranges.
