that is not new
I worked for the state dept of health/human services with AFDC and other programs
many clients had child support enforced through the AG's office because they were cheaper than private attorneys or other private enforcement agencies

I thought there was always a fee for that service--even if AFDC parents had theirs comped by state
and most people were ok with that because it was better than nothing...they could not afford what it would take with private attorney or agency
are you saying that the fees are too high?
or that the state should not charge for its services--seems the state has paid way to much as it is if it never charged anyone for services
some child support is in the thousands of $$--
obviously not charging fees will mean higher costs to the budget or
do you mean that the state should not even enforce child support payments
