sulfur and oil fields do go hand in hand--I don't know why--but I grew up in central texas around Luling and Seguin--lots of old oil fields with pump jacks working then--Luling especially had horrible smell and water tasted awful--of course the city treated it but it still tasted horrible...

First off, I seriously doubt your claims. Falsification of reports, coliform numbers, nitrate counts, etc. are considered felony crimes, and are punishable by some SERIOUS prison time. In fact, Water and Wastewater utilities are now under national security, and get funding from the government for this reason. There is a high level of scrutiny the state places on these utilities, for their effluents. I think your so-called "friend" was trying to scare you. However, if there is ANY legitimacy to his/her claim, you definately need to contact the TCEQ office. Here is the link:

Texas has among the toughest regulations of any state in the USA for water/wastewater effluents. For people to operate in these plants, they have to go through rigorous testing, and get fully licensed before they can make process control changes for these utilities.
