I was under the expression that the state(s) borrow money from the government in order to buy traffic cameras?

I've always wondered how these cameras take a picture that prove the light was red when you entered the intersection. If they take it before you enter the intersection and the light is red, what proof is there that you weren't stopping? If it takes it after you entered the intersection, what proof is there that the light didn't turn red after you entered the intersection? Does it take pictures of both?

I always assumed the camera was synchronized with the light. Most traffic lights are set on timers, so I guess the camera knows when to click?
