If you have an adult child living in your household who has a driver's license, but does not own a vehicle, and does not drive your vehicle and will not be driving your vehicle, are you still required to have them on your policy just because they stay with you?

I may be wrong, but while you may not need to officially cover them on your policy (you can exclude them from coverage), most insurance companies will requires that you identify everyone living in your house that is old enough to drive and will charge you a higher premium anyway. At least, they used to.

It's been a while and can't recall if it was Texas state law or insurance policy but everyone in the house with a driver's license had to be listed on their parent's insurance policy or have their own policy. That is what they told my mother anyhow...and then proceeded to tell it would run her an extra 120.00 a month for me for just liability. I got my own policy for 70.00 through different insurance provider.
