Thanks so much for the fast response! I noticed that on Wikipedia, it says the city overwhelming voted against changing the name in 2005. Do you know the reason for this?

The citizens of White Settlement voted against changing the name because they thought the mayor wasn't proud of their city's heritage and he had wanted to change it to West Settlement so as to not put off any businesses and corporations wanting to do business in the city. White Settlement was the name chosen to distinguish between all the Native American settlements that were in the area at that time in history.

I guess some folks wanted to change the name for the same reason that the third bathrooms in the south were done away with (for those who need a history lesson, in the south at public places there was typically one restroom for men, one restroom for women, and one for blacks).
The town wasn't called White Settlement out of any disrespect to anyone or for pride in the White race. It was just to say...."This is where the non-native americans are camped out. Yall may want to stay close so you don't get scalped or somethin'."
