I do believe the answer is a Big. Fat. ZERO for all three questions.
Before someone calls me out. I forgot about the DFW airport light rail extension, so rail is a moot point. Still, high rise buildings have been shooting up all over the metro. Even with the oil downturn there are still billions of dollars being invested into the medical industry, the new TMC3 research and collaborative campus, and whatever UT is cooking up for their 300+ acre "research campus"..

No one can deny the amount of building Houston has done in the last 20 years....it's just that the development is so randomly placed it makes it hard to notice a difference. ...kinda like pouring all of the Christmas ornaments on the floor in one pile and trying to remember the 10 newest ones from last year.....it all blends in....yes there are new ones there but the pile looks the same year after year.....even with us adding 10 a year.

... yeah, I'm gonna have to disagree with you on that one. There are 4 or 5 buildings in this photo alone that makes Dallas stand out from other cities, and this isn't even the entire skyline.

(and the BoA STILL looks weird in anything but green lighting)

*The second bridge going up is Massive and it's only half done.
*The park tunnel on Woodall Rodgers will definitely stand out
*The drive into downtown on 35 south is totally different from even just 3 years ago.
*The new Sylvan bridge view experience didn't exist a year ago....the BEST calculation spot ever created. ...a trip at night is a must when you have visitors in town. It's a spot where you can see EVERYTHING that Dallas has built since the year 2000 in one shot....BLOWS ME AWAY EVERYTIME!!

he was saying nothing had changed visually in the last 20 years except the bridge.. which is pretty accurate. minus the Omni and the different colors of the already existing lighting, not much has changed.

LULZ.. your list is sad. You can choose to turn a blind eye to Houstons development and progress all you want, but theres a reason Houston is destroying this poll. Just look at the downtown Houston development map.. there are over 40 projects planned or under construction in downtown right now.

Seven of the projects already U/C are over 20 stories tall.. How many 20+ story buildings have been built in downtown Dallas as of late?

Both cities have built a considerable amount of buildings. Lets not pretend nothing is going on on either. In regards to Dallas here is an article from this month. Keep in mind this is only residential and only near Dallas' central core. It does not include office towers.

More than two dozen residential towers on the way for Dallas

Completely agreed, both cities are going through building booms and we shouldn't overlook either progress. Its just going on much more in Houston. That map is impressive at first glance, but not all of those are U/C (and not all of them are "high rises"), and the area stretches 3 miles outside of downtown. The downtown Houston development map has 19 Residential projects planned or U/C.. almost as many as that entire map you posted, of which you'll note downtown Dallas is just the small portion in the bottom, with only 6 residential projects.

For a better view on citywide building progress (obviously whats taking place in downtown Houston is just a small portion of development in the city).. according to Emporis, Houston has 87 "buildings" U/C, while Dallas has 16. The core of Dallas is definitely progressing nicely.. but practically the entire city of Houston is progressing at as rapid of a pace, if not more.
