Default Most Affordable Areas to Rent

Hello,

I am trying to decide between several cities, and am wondering what the most affordable area to rent would be out of:

Austin, Houston, Galveston, Dallas

The caveat is that I am looking for luxury apartments in safe areas (very safe), not old constructions, and would prefer not to live in the suburbs of either of the cities. I've noticed that in Austin, for one, reasonable rent ($700s) for apartments isn't possible. As much as I love the area, I want to save as much as possible if such an option exists.

Thank you. Approximate price ranges would also be ideal--as well as specific apartment links or recommendations.
