If you're talking about the one near Brownsville, that's a colonia.

That is, basically poor immigrants moved there without any services such as roads, water and electricity. They just put up their houses. The County and State eventually put up the money to provide some of the services. But, it's basically the poorest of the poor.

Oh yes, I forgot about that park. It's beautiful. Lived not too far from there when I was going to Baylor.

There is Cameron Park and Cameron Zoo in Waco or there is Cameron, TX in Milam County.
