Ok i have a friend that is selling her car, and she wanted me to find out who and how does she or the other party file for an abandoned title? Or does she not have to worry about all that just the buyer? Shes had the car for a while but her dog ate her title lol...

It's very easy. She needs to go down to the local DMV and tell them that she wants to sell the car but has lost the title. She needs to bring ID and proof of insurance. It's a piece of cake if the car is more than ten years old especially - and costs about $5.

The other person can't register the car without this being taken care of first by your friend who owns the car currently.
