You're remembering it right. Amarillo, and possibly Lubbock... is arguably the only city in Texas that is 100% in the winter "snow belt". In other words, the area that receives consistent winter snowfall without intermittent periods of warming/freezing cycles that cause the more icy, rather than snowy conditions.

Outside of the panhandle, snow is inconsistent, unreliable, and often freezing temps bring more ice (in it's various forms - sleet, freezing rain, grauple, etc) than actual snow.

How is snow not comfortable? Nothing more cozy than a snowy night. Texans are so wimpy to even the mildest of "winter weather."

I pick Dallas because the heat doesn't last as long as down in Houston

Comfortable weather does not exist in Texas! There is nothing comparable to Coastal California except Galveston in the winter.
