Texas has very high speed limits, so there is no reason to expect any tolerance. When I moved here from Michigan, one thing I noticed was that most people drive below the speed limit. I figured they knew something that I didn't know.

Is there any documentation to supplement your claims? Did an official at a city council meeting say anything like that? You make a lot of assumptions using the pronoun "they".

From a fellow driver's persepective (only 2 tickets in 11 years...both when I was 16), it would seem that any time you have a vehicle stopped to turn left (whether in a lane of traffic or in a turn lane), nearing vehicles should slow. The best that a turn lane gives you is a few feet on your side-views from traffic traveling either direction.
