Which of the three cities , employers are more likely to hire a qualified candidate who :

1- Non-citizen but lawful residents
2- Are non-white - more specific brown middle eastern skin
3- Are non-native speakers of English .. but can communicate very well
4- Do not have professional connections
5- Have overseas experience and degree – no US experience or degree

Which city is the easiest to locate an entry level job for a candidate who is qualified and meet the

It really depends more on your education and professional background than any of the things you listed.

Most likely NOT Austin, and without any other information, I would guess Houston; however, depending on the job you are seeking, it could also be Dallas.

Oh. Aerospace might point to Dallas. Oil and Gas, or Chemical, look to Houston.

Houston has decent aerospace as well, surrounding NASA and related.

I'd apply for jobs in all of the cities, then see what happens.

Lots of aerospace jobs require security clearances which can be difficult for non-citizens to get.
