Houston. we have the most construction amongst Texas cities, the most infrastructure, and the highest ridership amongst public transportation systems. the climate probably wont be too much different than Dubai. maybe a little cooler in Houston. other than that, most Texas cities will be about the same for the rest of your criteria.

You're reaching. Your links are for new single-family home starts, most of which occurred in areas outside of Houston's core (as in most cities). DFW led the nation in higher density residential construction (apartments & condos), also in overall projects, as linked in my previous post.

Don't be silly, most of the data compiled for today's "cities" includes the entire metro area. City only stats are so pre-1950's.

so DFW led the nation in apartment construction, Houston led the nation in single family home construction.. and DFW definitely did NOT lead the nation in overall projects. DFW and Houstons stats from 2012 (the only full year stats they listed) were identical, so how does DFW have more construction than Houston?

dont be silly, were on a CITY data website, and the OP asked best Texas CITY.
