"Tornado Alley" in Texas is an area swath from the eastern Texas Panhandle, south to near Abilene, and NE to near Bowie and Saint Jo. Wichita Falls, and its suburbs are in a good area due to it being midway between the Dallas/Ft. Worth Metroplex and OKC. Tornadoes can be a concern anywhere in Texas; in the past century, Wichita Falls has had 3 tornadoes.

For the OP, this area would be good, as it meets the requirements they are looking for, and with land values so cheap, they can have plenty of room to stretch, without stretching their billfold too far. Hopefully, they will look into the areas and cities I mentioned, and make an informed decision.
