You can rent a driver's education school's vehicle for the driving test which is already insured and sign the waiver that you don't own a vehicle so need to show insurance. If you just need the license and that's it...fine. Save up for insurance with your new job before getting behind the wheel. When I was in high school that is how many of the kids got cars. They got their license through our high school's driver's education and then saved up for a car and insurance on their own. That's what you need to do. And it's NOT hard to go to the DPS website and find out all of this stuff on your own. I am surprised you didn't read all of this at the DPS website where it is all in black and white. If you don't own a vehicle why would you have insurance? He is stating that he needs a DL for employment. He is not saying he plans on driving a car without insurance. A lot of assumptions being made.

There is non owners car insurance. It is suppose to be 50% cheaper. Still you should be able to get a DL without insurance. Plenty of people have DL and no vehicles.
