You should not have any trouble at all finding a job with Child Protective Services in rural Texas. Now, Austin is a different story but elsewhere, jobs are easy to come by in the social services field.

From the first reply I guess CPS means 'child protective services', but what DHR and BSW stand for?

I believe, as long as you have a Bachelor's degree, you qualify for most positions with CPS.

I can't speak to DFPS regarding employee satisfaction, as I have never worked for that specific agency. Salary would be dependent on where you live in Texas, what type of living you're accustomed to, and other income you may have. I have no idea if they're willing to hire from out of state, but I would imagine so if you meet the qualifications and can do an interview. I do not do phone interviews so any out of state applicant would have to come to Texas for me. And hiring just depends on the individual hiring manager.....some are quick, some take longer.
